I have written a Query using APG30PHY and APG05L00 where I enter the 
application code,
the release #, and the task #.  The query then returns all users authorized to 
that task.

Both this and Scott's replies are valid solutions - the only other backdoor you
have to consider is that it is possible for someone to have TASK authority even
though they don't have MENU authority for that option...  With the advent of
EXPLORER the menu is not the only point of entry...  So keep that in mind if
you're really interested in who can run the task not just the menu option...

SELECT * FROM ipgamf4/apg55phy WHERE menu55 = 'OER' and
(FORO55 = '*' or foro55 = '3')

This will tell you everybody who's either authorized to all options on that
menu, or to that specific option.

Again, this may not be a practical solution - when I ran mine for *ALL the
report is run by USER and not by menu...
And the report is nearly 1,000 pages for us...

If I want to know who has the ability to Print and Post Invoices from 3/OER

there is not an easy way to find out that information...

In strm400, take Option 9 for Administration functions.  From the
Administration Menu, take Option 2. When the screen comes up, put in *all
for the user parameter and fill in the rest of the parameters as you wish.
