Our Sys21 setup is in environments also (Blank (Vanilla JBA), Test (with our test mod libraries on top of JBA test libraries), and production (with our production mod libraries on top of JBA production libraries). This has worked great for us performing 3 major PTF upgrades. We have also combined all of our libraries so that we have a production files library, production program objects library and production source library (I hated dealing with all the library lists), so every applications library list is the same.
