I don't think that System 21 links files by record number, but even if they did, removing deleted records would not cause any problems since the linked records should have been deleted as well. I have used the dspfd command to create an outfile of all files on the system (of course you should ignore the os/400 system files). You can use this file to analyze the number of deleted records in each file and re-org only those files that have reached a certain percentage of deleted records or particularly large files. This could be easily automated into a schedule that could be ran nightly, every other, weekly, or whenever time permits.
