Jeff,
I believe in the past I ran a fix program which set all the inventory 
available in INP60 to the same value as on hand.  Then I ran the  utilities 
to reconcile allocations, (after fixing that time fence).  Maybe a fix 
program would be needed on an oe file, (although I would be tempted to bring 
in a temp to hand de-allocate).  Then a batch allocation to finish it off.  
This is just off the top of my head, maybe other is the group has a more 
refined approach.
