FIFO Costing - Some reciepts not being used -- SYSTEM21

We're using v3.5.1 with the Y2K service packs.  Standard edition

We just found a problem in one product at one stockroom where we have 4 
FIFO layers that are being bypassed when it relieves inventory.  

The only "odd" thing I've found is that the product and location are not lot 
controlled, but those 4 receipts have a Lot# entered.  

Does anyone know why layers might be skipped and how to fix it?
