My apologies to you, the groups initial response to your posting was a bit
rough.  As a user asking a question or making a statement about how you are
addressing support issues with System 21 you raised some intriguing
discussion points.  However, I think you under played the impact of not
having future enhancements to the package.  I agree the process has not
worked recently as well as it should but I am inclined to believe that the
power in the numbers will result in an improved process.  I also believe the
force that users will apply to get changes made that are needed and allow us
all to keep up with the curve will come from Geac.
I would think that if System 21 is not meeting your current needs or support
is not meeting your current needs then one of your options would be to bring
that in-house.  Rather than paying a third party for potentially no more
than you have currently.  By bringing it in-house you start saving that
support money to offset the expense of conversion to a different package in
the future.  You must think this is a future possibility since you will
receive no more updates from GEAC.
