Gary, We agree on the mod angle as the best approach. My guys estimate it would be 10 days work to specify, modify, document and package the delivery as a remote install. Good luck! Individual codes might be: 0400 (four percent), 1005, (10 point oh five), etc. Mod the program to do the calculation when a XATP code is entered. It adds the tax, and reduces the line amount. That's just off the top of my head, I hope someone can think of a way to do it without a mod.
