It may be that the VCP for CRTUSRPRF doesn't like an entry for the LIB part of 
these parms, when the program part is *NONE.

Although the error doesn't show it, I think this is the issue;

For example INLPGM(*NONE    /       ) is what the VCP doesn't like being 
passed, instead of INLPGM(*NONE) for the cases where a special value (i.e. 
*NONE) is allowed for a parameter.

If you prompt a working command that uses *NONE and do a F14, you'll see what I 
mean.
