Actually, from what I'm reading, this is going to be less of a threat to the internet as a whole than Code Red. "They" are saying that it is more of a threat because over time it causes degradation of the machine. This will make system administrators take a look at why their systems are running like a dog, and will give them an opportunity to discover the worm and clean it out. In comparison, Code Red doesn't' degregate the speed of the machine and so most sysops who have it running on their boxes haven't the foggiest clue it's there.
