The fact that it only happens on the first call for a given job, and it
never happens on a subsequent call, makes me think it's something other
than a config issue.

By luck, we determined it only happened with RDi SEP debugging. With an
SEP set, the first call from a job gives the 38501, while all subsequent
calls don't. With STRDBG (same job) or no debugging, the first and all
subsequent calls work fine.

That's still weird, but it means we'll never see this in production and we
can safely ignore it.

cipher suites - a configuration issue.

If you don't have the chance, to solve the problem this way - add an
additional HTTPS request at the start of the program, of maybe some
internal retry concept (like doing 3 tries before reporting an error).
