I'm no expert for SSL, but Google for

GSKit Error is 415

and you will find plenty of results. Most point to a probable mismatch of cipher suites - a configuration issue.

If you don't have the chance, to solve the problem this way - add an additional HTTPS request at the start of the program, of maybe some internal retry concept (like doing 3 tries before reporting an error).

The joblog does reference AXISC. Prior to the 38501, the joblog has two,
apparently, identical CPF503E. The text for code 1 is:

associated external program or service program QSQAXISC in library QSYS,
program entry point or external name axiscPostClobVerbose, specific name

QSYS2. The error code is 1. The error codes and their meanings follow:
1 -- The external program or service program returned SQLSTATE 38501. The
text message returned from the program is: AXISC ERROR :
HTTPTransportException: Cannot initialize a channel to the remote end.
Failed to establish SSL connection to server, the operation
gsk_secure_soc_init() failed.
GSKit Error is 415 - Peer not recognized or badly formatted message
received. .
