I strongly recommend using Visual Explain tool in ACS. It might show you things you can try to help the performance. The optimizer is sensitive to conditions at the time of running, so environment can affect things

I'd also check the joblog for any SQLxxxx messages - there shouldn't be any when doing a simple FETCH in a loop, but one never know.
