Probably those options didn't really cut it for the admins, and the users themselves were content with the text based screen forms.
Then, IBM tried to force admins to migrate to GUIs, by implementing a brake for 5250 based workloads, and providing configuration for certain system components only via GUI application (NetServer), or web browsers (DCM).
Nowadays, there is a multitude of options for generating dynamic web pages for application usage. And as the discussion shows, not everybody is happy with the tools being available.
