I'm with Don--but those infrequently-used programs are ideal candidates for
prototyping and building developer skills. Do yourself a favor: for every
program you write early in the learning cycle, add an entry in the
technical debt log and commit to a rewrite late in the learning cycle, when
you can see all the ignorant stuff you did in the beginning.

Infrequently-used programs are the ones most likely to
enable/allow/encourage operator error and to cause
problems/heartburn/anguish. Those programs need love too.

One other point we found, not with a RPG application but with a java
application using a framework, every update of the framework resulted in
many hours of resolving issues caused by the upgrade.

For our transformation form green screen to browser we are working in PHP
and started slowly identifying specific areas that could be done while we
improve our skills and have completed a number of modules.

Also remember the 80 / 20 rule, 80% of the programs are used 20% of the
time and 20% of the programs are used 80% of the time. There is minimal
need to convert a control file maintenance program used once a year.
