Just curious ...
if you read the data in the IFS directly with SQL (IFS_READ or
IFS_READ_UTF8). Is the data shown properly?
If yes, why not simply use SQL to transfer the data into your table.
Conversion from UTF-8 to EBCDIC should be done correctly.

Before you work on the table part, make sure your IFS part is ok. From what
you describe, it looks like the datastream in the IFS file has not the CCSID
you think it is.
The file CCSID is just what you tell the IFS what it has to be, but the
CCSID of the datacontent is what matters.
