HTTPAPI is a strange choice for an activation group name...

Especially if your app is using Scott's HTTPAPI...

You're not creating the HTTPAPIR4 *SRVPGM with ACTGRP('HTTPAPI') are you?
As shipped, the HTTPAPIR4 *SRVPGM is built with ACTGRP(*CALLER).

*CALLER is recommended for *SRVPGMs.

There are instances where you want a service program to run in a specific
named activation group, but HTTPAPI isn't one...
