And AFAIK not a single product documents business rules in code - the documentation is already there - it’s called source code ;-)

There no such thing as a free lunch - so you have to work thru the source - even if tools can help to see “relations” between database tables, fields, programs - but not a single tool breaks it really down to a service-program-procedure level (at least not one we have seen).

But you can a lot by utilizing the IBM i SQL services - but it’s a lot of work to do yourself, if you don’t want to pay for something.

There are a number of for-fee packages ranging from Hawkeye to X-Analysis among others that do an excellent job.
