But I think you should be able to open a cursor in a *SRVPGM procedure and
consume it from somewhere else...

After all, a cursor is a Db level construct.

Take a look at this article..

You'll probably need to define the *SRVPGM procedure as an external stored
proc and then instead of calling it via RPG's CALLP, you'll use an SQL CALL.

Also not that the *SRVPGM module will need CLSSQLCUR(*ENDACTGRP) instead of
the oft-misused *ENDMOD.

Then do an
Exec SQL
ASSOCIATE RESULT SET LOCATOR :myResults
WITH PROCEDURE myExtProc;

Exec SQL
ALLOCATE localCursor CURSOR
FOR RESULT SET :myResults;
