I think you have hit the maximum number of file descriptors - each open
gets a file descriptor.
At 7.4 I see this in the IBM i: Maximum Capacities document -
Default maximum number of file and socket descriptors per job - 200
Maximum number of file and socket descriptors per job - 2,500,000
Footnote says this -
Default can be changed with DosSetRelMaxFH() - Change the Maximum
Number of File Descriptors (see UNIX-Type APIs in the information center.)
