Code for IBM i has an outline feature, and with VS Code's ability to have multiple source members open concurrently, it would be way more productive than SEU.

As I recall, Hawkeye has a flowcharting feature, but it is not free. https://hawkinfo.com/features/

I would be easier and cheaper to just buy a copy of RDi. The only reason it would not be available is, you refuse to buy it. You’ll burn more time/money trying to bypass RDi than to just buy a copy.
