I see your code is using the old-fashioned codepage support. Most likely 
you're encountering a file that uses a mixed-byte CCSID (for example, 
UTF-8) since that will not work with code pages.

Try adding O_CCSID to your flags so that it uses CCSID support instead 
of code page support.
