His proposed approach to handling signatures and rebuilds is just plain dumb. It seems likely to me that he is perhaps working on the assumption that signatures on SPs work in the same way as Java (i.e. based on name_and_ parameter type/size_and_ parameter sequence). They aren't and therefore the automatic defences against a bad build that he may be expecting are just not there.
I would also add that I find their current method of one source one object also rather dated and pointless. But is is sadly a quite widely used approach.
