Others have pointed to the correct syntax for what you seek. Try this:

Dcl-S Pos Packed(10:0);
Dcl-S UserId Char(10) Inz(*User);

Pos = %scanr('x':source);      // Will return 8
  Dsply Pos UserId;
Pos = %scanr('x':source:6);    // Will return 8
  Dsply Pos UserId;
Pos = %scanr('x':source:1:6);  // Will return 4
  Dsply Pos UserId;

*Inlr = *on;
