That's a bold generalization.
From what I've seen, tinkering together a proper browser-based IT is *not*
easier to program. I admit, it's not much that I've seen.
For some people, stuff to click with the mouse on seems to be easier to
use. But most of this stems from the lack of eye candy around the presented
information, raising discomfort. And the lack of recognition that frequent
arm repositioning between mouse and keyboard is more cumbersome and less
efficient in the long run than learning just once how to make use of the
tab (with optional shift) keys.
But you can't rip ignorance out of some people and thus there is a general
agreement in the IT industry that if it isn't "webby", it's no good. To my
personal perception, this agreement isn't based on your claims of easiness
and especially not efficiency — the latter on more than one definition of
efficiency.
