A Severity Level 0 message is informational - not a Warning (10) or Error (20+). So if this is stopping your compilation, someone (?) has changed the default value (10) for the GENLVL parameter of the CRTBNDRPG or CRTRPGMOD commands -or- you have GENLVL(0) keyword specified in your Control Specifications.

Of course, it is possible this is a red herring and the cause of the compilation failure is not RNF7031 at all.
