The system is telling you the truth. There's no established conversion
between ISO8859-* and the catchall CCSID of 65535.

There is a conversion between ISO8859-* and and CP-037 "good ol' vanilla US
English EBCDIC".

IBM has been recommending for decades that systems not be left at that
catchall CCSID 65535.
