You're right that scatter-gather doesn't work for files defined in a
subprocedure.
You can define the file as externally-described in the subprocedure. You
do need to specify a data structure in the result field of the I/O
operations, but it can't be "any" data structure. It has to also be an
externally-described data structure for the same file.
Being able to use a data structure with an externally-described file is
actually "new hat"; it wasn't available until v5r1 or maybe even v5r2.
