The AFPDS data stream includes Begin Named Paged Group (BNG) and End Named
Page Group (ENG)
(according to the Data Stream and Object Architectures: MO:DCA™ Reference
manual, SC31-6802)
But I wouldn't want to build my own tool for this...
I'd look at buying a commercial tool.
