We use WorksRight. Not sure on the cost but works great.
Lots of other uses as well.

Not a web service. Runs on the IBMi.

Residential Delivery Indicatory... RDI (not to be confused with RDi)...

Other than the UPS Street Level Address Validation API, does anyone know of a web service that would return "residential" versus "commercial" for small carrier shipping addresses? (preferably free, or at least low cost).
