Well, the %CHAR suggestion may not apply to you, given it's a built-in
function for RPG IV.

I think the way to do it in old versions of RPG is to just loop
through each character and replace each leading zero with a blank.

The "looping through each character" part would be done by overlaying
(in a DS) a 4-element array on top of your 4-char field.
