I can't be sure what changed. We use Brad's tool GETURI to retrieve some
security tokens from a web service. GETURI has always written the results
as ccsid 1208.

I'm not the only developer on the system so it's possible something else
was changed. Also the web developer changes things constantly and we only
find out when things break.
