Problem Conclusion
The problem occurs in some cases because the initialization of
the CLI environment by the native JDBC driver causes problems
for NOT FENCED Java UDFs.
The native JDBC driver has been update to initialize the CLI
environment in a different manner when it is used in the Java
UDF and Java stored procedure environment.

Thank you for that information! I researched what the class path is for
the java email program, and added it to the CLLE before the first
HTTPGETCLOB executed. It still crashed. But what I did do was to add a new
parameter value to the email process that allows it to be run on the JOBQ
rather than in-line. Once I got that changed, I was able to run all 4
programs back to back in one CLLE and receive their reports via email.

I didn't know about the Class Path only being set once. Good to know about
that.
