Within the RUNSQLSTM script you can still issue CL commands. Would this work for you?

CREATE OR REPLACE TABLE
    QTEMP/TABLE1 (COLUMN1 INTEGER NOT NULL, COLUMN2 CHAR(100));
CL: CHGPF FILE(QTEMP/TABLE1) SIZE(100 1 1)

(The ability to issue CL commands is supported by RUNSQLSTM, STRSQL and  ACS Run SQL Scripts.)
