There is no difference. The source type for the module is irrelevant at the time the SP is built.

You don't say what error you get if you _don't_ do this so I can only guess.

Chances are you are building the CL based SP differently - for example not using binder source and a fixed signature. Either that or (horrors) your RPG SP has a zero signature and is doing no checking.

SPs are language neutral - so the effect must be down to the way it is built.

If a service program consists solely of CL modules, and one of those
modules change, we are seeing that all RPG programs that reference that
module also need to be updated/recompiled. Even with the CL service
program in our binding directory, as well as the BNDDIR parameter on the
control specs referencing that binding directory, the RPG program that is
referencing one of the CL modules needs to be recompiled.

Does a CL module based service program behave the same way as an RPG
based? Is there something that is being done or not being done which is
causing the RPG to be compiled to see the updated CL logic?
