Service programs

When I create a service program with RPG modules, whenever I change one or
more of those modules, and update the service program, the RPG programs
that use the procedures in those modules work as expected without needing
to be recompiled.

Does that also apply to a service program that solely contains CL modules?
If a service program consists solely of CL modules, and one of those
modules change, we are seeing that all RPG programs that reference that
module also need to be updated/recompiled. Even with the CL service
program in our binding directory, as well as the BNDDIR parameter on the
control specs referencing that binding directory, the RPG program that is
referencing one of the CL modules needs to be recompiled.

Does a CL module based service program behave the same way as an RPG
based? Is there something that is being done or not being done which is
causing the RPG to be compiled to see the updated CL logic?
