The last time I used them was Sys3 card system in the 80's. It was used to indicate exceptions based on having the punch cards in the wrong order. It was the only option available since there were no terminals. Recovery was a setting on the front panel knob switch. I would guess the switch was a rudimentary version of the normal halt responses for Sys36. (0,1,2,3). Good Times.
