The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.
As a stop gap measure, we are using Google's custom search engine service.

Thanks everyone... this is all good information. Some of it I already use quite a bit (index advisor, etc.)
In this case, it is a very very small file containing configuration information. So I created the table and the index... but in RDi, I specified the index using DCL-F and chained to it. However, the outline showed only the key fields of the file... no other fields (and yes, I had "show all" turned on).
When I tried to use query from the green screen, same thing (and it also failed to run). So I was confused.
I have it all working now... but I still feel like creating a table and indexes with SQL seems more "tedious" than using DDS... I mean, I've only used that for 20+ years.
