I'm trying to send a binary file to a web service via the IFS/SQL/RPG and I
think I'm having an encoding issue. Maybe not as this isn't something I'm
very familiar with.

I am creating a zip file on the IFS. I then define the zip file as a
SQLTYPE(CLOB_FILE). I then use SYSTOOLS.HTTPPOSTCLOB to send the CLOB_FILE
to the web service. This seems to be sending fine but the encoding seems
off to me.

If I upload the zip file via Postman and download it again the encoding on
Notepad says it's ANSI.

If I upload the zip file via RPG/SQL and download it again the encoding on
Notepad says it's UTF-8.

When I look at the zip file on the IBMi it's CCSID is 819.

If I send just a plain text file everything looks fine but the binary files
seem to not work for me. Looking at them in Notepad I can tell there is
some type of translation going on just not sure what.

Any suggestions/ideas?
