Well, there are quite a lot of tutorials and even whole on-line books
out there (many of them free of charge), including one that comes with
the official Python documentation on python.org.

For this particular task, I was actually thinking it may be enough for

That's completely understandable. If you've already invested time and
effort into getting this far, it's definitely worth trying to see if
there is a simple way to manage the CCSIDs so that it works.

But Python is an extremely capable and easy-to-use language. It would
have been a natural choice to handle everything from grabbing the data
from the Web site to populating database tables with the retrieved
data. And you can find plenty of uses for it, both on Windows and in
PASE.

Let's see how the CCSID thing goes.
