Do you have auditing on the file? The CL thinks something has opened the file. Can you verify that the file isn't open before you called the cl? Look at your job, wrkobjlck, etc.

Just to be clear - nothing has changed but you converted one program in an existing job stream from OPM to ILE. Compiled with DFTACTGRP *YES. It never even gets to call that program, but with just that change the CL blows up before it can call the changed program.

Basically the error message states that the file is already open. I see that

you already have IBM on the case, so I assume you already checked that?
