My "go to" place for RPG IV is the Reference Manual. Pick up the very latest version and check out the 'What's New' section. It lists the enhancements for each Version/Release back as far as V3R6/V3R2. You'll find something similar at the front of some of the other manuals, (e.g. SQL Reference).

For a broader coverage of enhancements, take a look at the Memo to Users document and the Software Announcement document at each release level.

I'm not aware of anything as simple as a "cheat sheet" - maybe something you'd like to contribute to the Midrange Wiki?
