To kinda answer your specific question: you can have both *DS3 and *DS4 in
the same *DSPF. *DS3 and *DS4, while specified at the file level with
DSPSIZ, can also be specified as conditioning "indicators". See Special
cases you might encounter when specifying DSPSIZ

The F-key conditioning the *DS3/*DS4 selection I'm not sure of. Normally
you just go with the characteristics of the device (and not a user
preference).
