Looks like escaping  the ampersands was the issue.

Along the way though Mark pointed out that since I was using sql anyway, why not use:

https://www.rpgpgm.com/2017/02/why-i-should-be-using-qcmdexc-sql.html

Which looks like New Plan A for me.

It looks to me like you need to somehow escape the ampersands (&). I used a caret (^) and it worked:
