As far as I can tell, that is a rather old (1992) specification of Unix
interfaces (<https://en.wikipedia.org/wiki/X/Open#Output >). But I haven't
been able to find the specification itself.

Yes. the ILE C regcomp() API does not have all of the extensions added
to python, java, javascript, ruby and go. This was sort of my point...
those languages inspired by Perl's PCRE library.

regcomp() is the original C implementation of regular expressions from
before that time.
