Why not simply setting the DECEDIT keyword in your H-specs within the source where you prepare the JSON document, i.e. DECEDIT('0.')

Have you tried %editw('-0bb,bbb.bb') where b's are the appropriate number of replaceable zeros/blanks. The extra 0 as space for the leading zero may or may not be correct- memory sometimes betrays me.
