Yes, that's exactly what it is.  I've been calling it that for a couple of decades now (ye gods, are we 20 years past Y2K already?).  But I would also note one thing: I NEVER use EVAL.  I occasionally use EVALR, and sometimes EVAL(H), but never do I use EVAL.
