The CRTSRVPGM has a limit of 300 modules that can be bound into a
service program. You can avoid that limitation by using a binding
directory.
The number of procedures exported? Any other limits? We want to be proactive before we hit any limits.
I would suggest you construct your service programs in a logical
manner based on application domain (i.e., modules related to A/R are
in an AR service program, modules related to A/P are in an AP service
program, etc). and not worry too much about limits.
I use service programs extensively and have never run into a limit.
