I didn't realize there *was* data loss. I would have thought `cat`
just faithfully reproduces bytes. (Is that Unix thinking when we
actually need Unix-style-but-on-IBM-i thinking?)

'cat' also does CCSID conversion.

I'm not actually sure whether 'cat' would fail if it couldn't convert some characters or whether it would put substitution characters for unconvertable data.
