For HTTPPOSTCLOB, here's a sample of what I get (different error though):
'Java stored procedure or user-defined function SYSTOOLS.HTTPPOSTCLOB, specific name HTTPP00013 aborted with an exception "java.net.ConnectException:A remote host refused an attempted connect operation. (Connection refused)".'
