I forgot about the  extdesc.  I have not been programming for 5 years and the knowledge is fading,
But I did know there was a way.

You don't need the OVRDBF...

simply use EXTFILE('QTEMP/MYOUTFILE') on the f-spec...

Alternatively, you can have
dcl-f MYOUTFILE disk extdesc('QSYS/QADSPFFD');
